Keen observation! I had no idea those two characters were from an earlier episode.

This episode is one of my favorites.
It reaffirms what Matt Groening said recently in an interview about where he believes the success of the show stems from.

To paraphrase, "The gags in the show provide entertainment and laughs for the audience, but the core of The Simpsons is the powerful love which bonds the family together throughout their trials and tribulations. That's what really keeps bringing people back to the show."

Just a little interesting side note: In this episode, you can see Cesar and Ugolin, introduced in "The Crepes of Wrath", in a room- apparently an apartment- in view of the Eiffel Tower. They have apparently gotten out of prison since their last encounter with Bart. They once escaped for a brief period in the Simpsons comics and plotted along with Sideshow Bob in an effort to entrap Bart.
